Title: Amex Error 3-3-25-R

Can anyone explain what this error code might mean? I found the reason codes from AuthNet but I cannot make much out of it. This error occurs with Amex when using a good CC number (or the test CC) in the 'Live' mode.  When I try the Test Mode, the charge is accepted.
