Can I have control panel like below?

Red circle in image is display wrong. May have some problem with CSS or something? It's same with default admin style.
Green circle is current Virtuemart Control panel

Your first screenshot uses Joomla's 'Hathor' template. Like, Studio 42, I think your second screenshot is from an old VM version. You should change the Joomla administrator template from 'Hathor' to 'Isis', because the Joomla 'Hathor' template is not well maintained.
You can make it yourself.
Just go to Extensions - Modules.
Change to Administrator.
Click New.
Choose Custom HTML.
Add some code for boxes and images that you have put in some image folder.
Choose position cpanel for the module and Save.
You could deactivate other modules in cpanel position if they have no use.
