When a customer clicks on the 'Add Billing address' button, I need to change the layout on this page - I need to move the Checkout buttons so that they are underneath the address form so that it is much simpler to follow (see attachment). Can anyone help me with this?

Can you confirm - if this is customised - you should talk to the template provider
It is a purchased template but the checkout is just the standard virtuemart cart - I have messaged the template providers to see if they can help me with this now thank you for the response Hutson :)
since at least vm3.0.10 the buttons have been at the top and bottom on the std. templates
I have managed to sort that now - the template developers moved it around for me but they said they cannot help me with the next thing (they told me to ask for help on here).
Looking at it, the process layout is still a little complicated. Would it be possible for all the shopper info to be removed from the top and the emails address and confirm terms button to be put below the bill to section? not sure if this can be done but it would make this form far more simple if possible.

Almost any layout is possible by editing your template overrides.
Quicker and easier would be to use a one page checkout plugin, eg a lot of my clients like this one: https://www.virtueplanet.com/extensions/vp-one-page-checkout
I was using this One Page Checkout - http://extensions.joomla.org/extensions/extension/extension-specific/virtuemart-extensions/extended-onepage-checkout-for-virtuemart
and thought it was working great but then we found out that the payment section disappeared on android devices and we have not been able to find a solution to this problem so had to deactivate it.
jenkinhill is the plugin you have linked tested on mobile devices etc.?

Yes, has been tested on Android Chrome & Firefox - I don't use apple products but I know orders have been made with iPads.
Maybe I should add that the devoper of this plugin provides good support and also helps with VM development.
