I am using VirtueMart 3.0.7 and latest version is 3.0.8, but on Update page there's no notice and option to update VM. What could be wrong?

It doesn't really matter. Just download the updates from http://dev.virtuemart.net/projects/virtuemart/files, and you're good to go. Just install the updates through the normal installer of Joomla.
