Joomla 2.5.29 VirtueMart 2.6.12.2 (yes I know needs update, but have some customizations)

Should an email be sent to vendor on an order that set as Cancelled at payment time (ie goes to PayPal page and user selects Cancel Payment)? I do see it in Orders page. I am getting vendor emails when a status is changed for an order.
