I'm trying to do in my registration form in my website that ppl will choose from drop down select the country and than each country will give them the Country States
right now i have just USA so ppl just writing the city and choosing US state and i want to start shipping International and not just US.
someone can help me. BTW I'm not a genius.

What happened with your country shopper field?
Could you test your issue on standard Joomla template?

That is done in VirtueMart if you have all counties that you can ship to published in Configuration/Countries. Not all countries have states, and some that do have states require them to be entered in the countries list, as only the most popular countries have their states pre-entered. To add states click on the [states] link next to the country name and use the New button to adde each one.
You also need to add countries that you ship to into your shipping plugin or set up a plugin for each country.

yeah i know but how do i put it on my registration
cause if i choose the option of drop off(one select)
so i need to right the value of every country.
and it can take hours to do that.
how i can make it done in one time?

What countries do you need that are not prefilled in VM?

For registration form shopper fields is were made. Did you look into shopper fields in VM?
