I can't find where to enter the states so I can select which ones to use a tax rule for. I see where to enter countries but not the states.

I presume you are looking in the tax rules and you have found the country but when you select your country you cannot see the states?
You should always tell us what version of VM you are using.

If you have done this and no state are showing then you need to go back to configuration>>countries>>click on the word [states] next to your country and add then here.

I'm on vm 2.0.6. there is no wording for states in the list of countries or in the country or next to it.
