Country and State selection

It seems that even though I only offer the store for one country I have to have it published anyway and the user has to select it if I want to use the state select. The other issue I have is that even though I have disabled all the states but the ones I serve, unlike the country where only the active one shows up all the states show up in the drop down. Is this a bug or does it just have to work this way?
