International Shipping - Letters in Zip Code

I just had a situation where someone from the UK ordered from my shop with letters in his zip code and of course, it wasn't configured correctly for that and charged him the normal shipping price. I'm not sure why this can't be configured just based on country without the need for zipcodes at all??   In attempting to fix that issue I realized that my base shipping price ($8) for international orders isn't even working. When they select the shipping method as international it comes up as $4 even though my international shipping base charge set up for international (all countries excluding the US) is $8. I can't seem to work out why this is so....any clues? Is there something, somewhere that is overriding my international shipping charge?

Also, if I leave my zipcode fields empty will that now catch the orders with letters in their zipcode or do I have to do something specific for that now? The video wasn't very helpful for this matter.

You don't give a url or even what shipping method your using!

If it is the bundled weight/postcode one just use the country selectors and leave the postcode blank if you have no need for postcode filtering
