This is the root of the categories set to Category Layout, and the sub-categories/children are not showing.

All other Category Layout menu items show their sub-categories.
Any ideas?

In your Joomla menu settings for Catalog, which I assume to be Category Layout for the Top Level Category, do you have "Show categories" set to Yes on the Virtuemart category view settings tab?
I had it set to Global, same as all the other Category Layout menu items. Changing it to Yes didn't work.
I forgot to mention that not only does setting the Top Level Category Layout menu link to Show Categories = Yes not work, but if I set Page Layout to Categories, the page is blank.
It's like the top level doesn't know there are any categories below it, but all the other deeper levels do.

Categories view has been obsolete for donkeys years and is not included in any recent releases
Also, if I switch to the deprecated Store Front menu link, the sub-categories are there.
check that the template is up to date.. check with protostar
