In VM3 it is VMSHIPMENT_WEIGHT_COUNTRIES_WITH_SHIPMENT in plugins/vmshipment/weight_countries/language/en-GB/en-GB.plg_vmshipment_weight_countries.ini
And probably the same or similar in VM2.6 versions.
