Hello,
I am using latest VM and joomla
I search the forum for solution tho this problem but could not find any
Can some one tell me why the Quantity controls not visible?

Hi,
go to VirtueMart -> Configuration and select Templates tab. On bottom find 'Activate Css Styles & Javascripts' area and select 'Using the VirtueMart CSS'

Hi, it seems there is other problem. Files are properly included in a document however it seems they are not exists.
You should have following files on your server:
https://www.jisrael.co.il/components/com_virtuemart/assets/css/vm-rtl-site.css
https://www.jisrael.co.il/components/com_virtuemart/assets/css/vm-rtl-common.css
https://www.jisrael.co.il/components/com_virtuemart/assets/css/vm-rtl-reviews.css
