Move 'Use Shipping Information' below PayPal Express Checkout since it is related to Express Checkout.
Rename 'Use Shipping Information' to 'Use Address Override?' since it overrides Virtuemart address with the PayPal address.

I did not change the text but i moved the option. I also changed the text of "Enable PayPal Express Checkout" to "Enable Express Checkout Button" since this is what it really does.
