Default country for tax

VirtueMart 3.0.8, Joomla 3.4.1, PHP 5.5.9

I'm selling products in 2 regions, Ireland and continental Europe. In both cases the amount payable by the customer will be the same, but in Ireland the amounts includes VAT.

So if a customer in Ireland buys an item for 123 Euro that's 100 for me and 23 for VAT but if delivery is in continental Europe the customer will still pay 123 but I get to keep it all.

I've set the default country in customer fields to Ireland, but virtue mart doesn't seem to look at that until I enter billing information.

What I need to do is ensure that when you view the product/cart etc before you enter billing information it displays pricing as if you were in Ireland.

What I've done is
- setup a 23% VAT rule that applied to everyone
- setup a negative 18.669% that only applies to those in continental Europe
- setup a 23% price modifier for profit rule for those in continental Europe

Is this the best way to do this or am I over complicating things?
