Title: Agree terms checkbox is broken

I have a dutch instalation of VM2 and the option that the customer has to check the "i agree to terms" off. Still the check out won't continu withoud the checked box wich still shows up for some reason.

But withoud the text that should go with it, explaining what the box is there for. And the text wont show if i do turn on the option that they have to agree with the terms.

So i've got a check box withoud discription that has to be checked no matter what. That isnt something we can show our customers.

What can i do?
