Have spent hours researching this, hopefully I am posting in correct area.

I don't want to use user registration.
The prices on my site I would like to be set in terms of VAT / no VAT i.e. against the rules I have set up in my shop. At the moment the displayed prices can only be displayed properly when the user views their CART and chooses a delivery address. At that point the rules kick in and will display the prices accordingly.
What I want to do however is have a front end page to my shop which is basically a very simple "welcome" screen but that will also have a single pull down menu to allow the user to pre-select their COUNTRY and thus from that point onwards the rules will kick in immediately and the prices will be displayed accordingly.
I should also note I don't really want to use IP address detection at the moment.
Any ideas?
