Issue with "Add/Edit shipment address" at the bottom of my account page

Hi,

I have gone through the site http://www.folch33.devsoho.com/, clicked on the "Create Account" link and filled all the required fields with
a. 'Country *' ==> "Latvia"
b. 'State / Province / Region ' ==> As it has no states even though it has  representing as mandatory but it is not a mandatory field for those countries which are not having states

Registration completed perfect so far.

Now am clicking on the "Add/Edit shipment address" at the bottom of my account page and filling the same details as i have filled while creating the account.
But here 'State / Province / Region *' field is acting as manadatory field eventhough country "Latvia" has no states.

Please suggest the solution for this.

Edit virtuemart_state_id shopper field in config to make it unrequired.

When we made these changes. And now "State / Province / Region" are not required. But we would like let "Country" is required but "State / Province / Region"  is not when there is not ""State / Province / Region".

make country required / states not

if you want states required IF they are present then this would need to be coded I think

(although I thought that was how it worked?)
