Dropdown "State"s not showing up - Joomla 1.7, VM2 [SOLVED]

hello,
I have read a couple of other threads but this problem is stumping me, big time. My shop is fully functional apart from visitors not being able to choose 'State' on the billing and shipping areas in checkout.
I apologize, the only way i can reproduce this is to throw something into the cart and go through the first step of the checkout. In "Add/Edit Billing Info." the dropdown menu for State shows nothing.
In the backend, I see all the states in the Countries section.
Does anyone have any thoughts?

the "ajax countries and regions" script must be turned on in vmart configuration/templates tab.

The Country field has to be enabled for the states to show up. The states do not show up until you select a country?

other than that a java conflict, and nobody can help without a url

First:I have been stumped too, using Joomla 1.5 and VM 20.
Read many threads didn't find solution I can try, direction please.
Country/state is turned on in Configuration, Templates
State will only pull down if I switch to another country or "select" and back to US
This affects registration and state tax, must work!

what do you mean?

It is on "Select" when you get to the page.

THEN: you select your country, and the states appear.

disable the widgetkit , or whatever that is, and see what happens

Had to uninstall it, disabling it didn't do it.
NOW i have a functioning cart!
