Shipping by weight not working

Using J2.5.2 and Vm2.0.2 Clean install.
Also tried Vm2.03 with same results.

If I set the shipping by number i.e.
testship1

• Minimum number of products=0   
• Maximum number of products=1
• Shipment Cost=10

testship2

• Minimum number of products=2   
• Maximum number of products=10
• Shipment Cost=20

Works perfectly
But change Number for Weight

• Lowest Weight=0
• Highest Weight=1
• Shipment Cost=10

• Lowest Weight=2
• Highest Weight=10
• Shipment Cost=20

Instead of picking the appropriate shipping method. all are displayed to choose from.
(So you can just pick the cheapest )
