Error: 3-1-103-P---This transaction cannot be accepted

I've read some posts regarding 'Error: 3-1-103-P---This transaction cannot be accepted' error and followed the advice. Still haven't solved the problem. This just occured after the site had been running fine for several months. I've gone back in time by pulling up old backups and am having the same problem. I'm using authorize.net to process and have updated the API loggin and transaction ID. Still having the problem. Also it seems that some of my users aren't able to select a credit card at checkout at all and therefore can't complete the process. Any help, suggestions or thoughts appreciated.
