I cannot proceed with a current project until this is available. I have read that it is coming, but do any of you know when?

It is almost done, it will come soon. It was already written for RC2

Thats Great News Milbo!!

We have been waiting for this to be implemented also before we started to even consider migrations to VM2. (happy to test in 'live' environment!!)
we have used the offline credit card payment google code for so long now...it simply works but VM.1.1.9 only....
but spoke with the coder directly and he said he had no intention of re-working it again.

I only ask as I have two websites waiting to go live that need this plugin :)

We already wrote it for the RC2 in september but rewrote the pluginsystem so we mainly just need to adjust it.
