No link to the General Terms during Checkout?

Hi, I am just setting up the latest VM2 on a Joomla 1.7.3:

Under Shop/Configuration/Vendor, I defined my GTCs

In the customer basket, there is a check box with the text "I agree to the GTC", but there is no link to a pop up in order to show the GTC (see screenshot)

From VM1 I remember this was possible.

What did I wrong, whatelse do I have to configure to show a link to the GTC?
