problem with migration from 1.9 to 2.0

after i did all the steps of this:

i get this message in frontend:
Our Shop is currently down for maintenance. Please check back again soon.

but the filed "shop is offline?" is not checked. What did i wrong?

yes, i also tried to check the box and disable it again. but it didnt helped

found the problem, there is a layout which was activated called "off_line" in virtuemart configuration. i had to change this to default
