UPS V2 Module Shipping Tax

I've installed the V2 module in my development environment and it seems to be functioning without error.

I'm still not certain that my rates are right, but I'll work with UPS on that.

One of the things I was trying to resolve with this upgrade, though is applying sales tax on shipping with instate customers only.

I have a WA State sales tax set up and it is working correctly on taxing products appropriately based on the customer's address. (WA tax applies if they are a WA resident, does not if they are not).

Applying the same tax rate on shipping, however will apply it to all customers regardless of their state of residence, just like the V1 module did.

What am I missing?
