How to generate a download from the back end

I wanted to know if it is possible to create a download link from the administrator side without having to have a purchase in the front side?

Not sure I understand you question completely but you can simply display the direct link to your uploaded product(without any involvement of VM) if it is downloadable. For example you uploaded a .pdf file on yoursite.com/downloads/abc.pdf, your customers will be able to download it directly on having this link.
