Class instructional course tax control based on location

Hi!

I have in-class course offerings right now on our VirtueMart site.
Depending on where the course is, will cause a tax to be implemented or not...and in the same state different cities are taxed differently.

I have a Date/Tax property setup now so when the user comes to the VirtueMart landing page for a "Landscaping" course:

If the course is in March and it's $600 in TX, there is no tax...so the attribute cost is blank.
If that same course is in April in Seattle, WA, then the tax is 8%...so the attribute cost is 600*.08
If that same course is in May in Spokane, WA, then the tax is %6.5...so the attribute cost is 600*.065

I don't want to have to create three different instances/landing pages for the same course, nor do we want to have the customer have to pick both the correct date and location.

Is there another way to do this other than have three pages/instances of this same course?

In checkout, no tax shows up b/c its wrapped in the subtotal.
