Shipping is charging same price no matter how many products

I need to have  shipping charge a flat rate per item, and it is charging the same price no matter how many items someone buys. I need it for 2 items, 9 dollars for 1 size and 6 dollars for another size. The flat rate charge per item doesn't ever change. Is this not a simple thing. Please help. I can donate.
