Merchant Anywhere/PSI Gate/Transaction Central

We are in desperate need of a payment module for Merchant Anywhere (http://www.merchantanywhere.com/) whose module is also known in some other shopping carts as PSI Gate or Transaction Central.

Is it difficult to make these modules? I have attached the developer guide I found on their web site. Let me know if there is any other information that would be helpful to those who are building this.
