Duplicated process from VM to Paypal

Hello... hopefully someone can help...
Using VM 1.1.5 with Joomla 1.5 and PayPal payment module (not paypal Pro that I am aware of).

Everything is running fine with one exception...

When the customer enters all the info on all VM checkout steps and then selects Next to go to Step 4, they are redirected to the Paypal site and have to reenter all the personal data again...

I called Paypal and they said that the data should be carried over so there must be a setting not installed on the payment module (site side - VM).

I have gone through the settings for the PayPal module and all seems to be in working order so I do not know where the 'break' is.

Can someone please advise? I have read about PayPal Pro - but I don't see it as an option in my Payment Modules in the VM config... I see the option for a Ps_paypal_api but do not how that differentiates...
