Shipping method based on city and weight

Hi all,

I am a newbie here and help come help.
Is there any way to modify or create a new shipping module that calculates the shipping cost based on the city destination and the weight of the item?

I'm thinking about using zone shipping and change the country list to the city, but the problem is that it doesn't calculate the weight of the product while i need the module to sum up the weight based on the ordered quantity.
Can anyone help me how to solve this problem?
