Error: FedEx Return Error F052 : Sender postal code state/province do not match.

I am getting this error , when I am trying to run the fedex shipping module. I have give all the required values for fedex configuration file. I am giving the correct postal address. I have tried with many addresses but I got the same error .Please somebody help me.

zip code/state combination im using is
"217 Water Street, Excelsior, Minnesota 55331, USA"
