Thanks for the help.  I got in contact with Eliminatechaos yesterday and was able to get things going.  There are some settings that need to be set in order for this to work.

All is working good now.  ;D

We are looking to rollout VM and this has been the #1 obstacle!  glad to see you found a solution - i'd be very appreciated if you could send the files....

Instructions I got to get it working:

I would set a default tax for Washington ONLY. I do recall I had to toggle under admin - global - Tax - Check "Tax based on shipping address", Turn off "enable multiple tax rates"

Under products, I have the VAT set to 0%.

It should calculate it after you enter the shipping address. Do a full order run through in the cart.
