1) Taxes were automatically adding to product on the order form.  This is not desired.
2) Taxes were not showing in the 'tax total' area of the order form. This is my preferred way to show tax -- as a single number for the whole order.
3) Taxes were removed from each item. Here's how: http://www.lba-tech.com/lba-tech/content/view/99/75/
4) This procedure removed tax from each item's retail price; however, there is still no total tax, nor is it being added to total bill.

If you don't want to display tax until the order is completed, then in your chosen 'shopper group'  uncheck 'show prices including tax'.
In 'configuration' uncheck 'show including xx% tax'. Check 'virtual tax' (if your products are zero weight they will not have any tax unless this is checked).
I use tax based on vendor address. I have one shopper group set to show tax inclusive prices (retail customers) and another set to tax exclusive prices (wholesale). Works perfectly.

Didn't know 'shopper list' option!
