Having problems showing ordered products on receipt

When Authorize.net declines a credit card - the order does not show up in orders.  Sometimes we can review the order and it turns out o.k. but when I approve the charge, the order still will not show up on virtuemart.  Our designer says it is Authorize.net's fault - Authorize.net says it is Virtuemart's fault.  Help!
