Here is what I did.

Log on using your login info for your account to:

http://www.fedex.com/developer
click: Get Started with FedEx Web Services Technical Resources now

select: Develop & Test Your Application
fill out info then  you will get a test account and meter

Server URL: https://gatewaybeta.fedex.com/GatewayDC

Go To Virtuemart on Joomla: Components> virtuemart > store >shipping module list> click fedex > enter test account number > test meter number > enter the Server URL > select fedex priority night all thru fed ex ground (you can click the first one and hold the shift key click the last one and it will select all)

Do a practice run on a product the shipping methods should show up. Once that is done.

Go Back to fedex.com/developer
login click Get Started with FedEx Web Services Technical Resources now
Select Move to Production
Fill out info and you will get the actual meter key
On Virtuemart in Joomla place in your actual account number and the actual meter key.
remove the word beta from https://gatewaybeta.fedex.com/GatewayDC and you are done.

Here is where I did it so you can verify that what I told you works: http://www.bgourmetspices.com/index.php
