Fed Ex wont work

I think the issue i am having has to do w/ the server address  
FedEx Server Address  used & errors
1. https://gateway.fedex.com/xml  - Error: cURL ERROR: 28: connect() timed out!<br>unable to process services_rate
-supplied by fed ex texh support

2. https://gateway.fedex.com:443/webservices - Error: cURL ERROR: 28: connect() timed out!<br>unable to process services_rate - again supplied by FedEx Tech

3. https://wpro.ts.dmz.fedex.com:443 - Error: cURL ERROR: 7: <br>unable to process services_rate
- SUPPLIED BY ANOTHER USER

none of these seem to work for my, i have entered my account info & meter number in the correct places

I called FedEx and was able to get the meter number, but i am unsure if i have the right server address.
I keep getting this error

they cave me the following server address:
https://www.gateway.fedex.com:xxx/webservices
