I want to use virtuemarts shopping cart but the only thing that has to happen when the user check's out is an email being sent with the order and the users contact details, no payment methods or something like that, any way to do this?

My site has the same function.  I just used the Cash on Delivery payment method.  It logs the Order as a Purchase Order and sends the confirming e-mail.  Only issue is that the orders stay as pending, as no payment is made in the system and I do not want to edit them manually.  This works for me OK, as the driving factor was getting the e-mails with the order details sent.  I also had a coder add a third e-mail for me.

So now, e-mails are send to the Customer, Shop Owner, and Manufacturer when the customer "Checks Out".

You just need to set the default payment type to Cash on Delivery and "deactivate" all the others.
