ps_cashondel - explanation of 'rates'

I'm going to activate invoice handling on my site and is looking at the different payment modules.

Does anyone know what the following code inside 'ps_cashondel' payment module mean?

define ('CASH_ON_DEL_5000', '230');
define ('CASH_ON_DEL_10000', '340');
define ('CASH_ON_DEL_20000', '560');
define ('CASH_ON_DEL_30000', '640');
define ('CASH_ON_DEL_40000', '750');
define ('CASH_ON_DEL_50000', '860');
define ('CASH_ON_DEL_100000', '1130');

They're supposed to be rates of some kind. But rates on what?

Shop for 5000 and pay invoice of 230?

Grateful for any input.

I believe they are Cash On Delivery rates. The higher the invoice cost, the more the customer pays for the COD service.
