Shipping per State of a Country

I have a problem to setup a Shipping Fee per State/Province of a Country..and i found so many members have the same problem for this ( I search on the SHIPPING Forum and everytime someone ask nobody came up with a solution ) .. So far it can only be done with Zip Code, which is not so effective cause sometime people forget their zipcode, and in my country the zipcode is too many. Hope i can do this with Virtuemart as i did with other eCOmmerce CMS. Good Luck !!

I'm at a bit of a standstill here unless I fork out more money for an extension.
