Edit Store: Minimum Amount for Free shipping-doesn't work?

Under Store/Edit Store in the Store tab there is a box for "Minimum Amount for Free Shipping". If I put 200.00 in there and place an order for $205 using standard shipping Module. I do not get free shipping. Do I have to use something special for this to work?

Using the latest version 1.0.3? If not, a known bug is tricking you.
