Shipment to 1 postal nummer:Zip code range start must be less than Zip code end

Hello,

Using standard Shipment by weight and i want to create a rule to limit by postalcode. So, in the Netherlands the postalcode is 4 numbers, 2 letters, for example 2635aa. I want to make this shipment rule for all postalcodes starting with 2635, so 2635aa to 2635zz. So, my input in the rule is start postalcode 2635aa, end postalcode 2635zz. When storing there is a error (translated): Postal code setting is not correct. 'Zip code range start' must be less than 'Zip code range end'. The rule is not working.
Note: It's working when a visitor enters only 2635 as postalcode, but everyone uses it with letters, then the rule is not working.

Maybe i have to configure it otherwise?? How to solve?
