Multiple products shipment

I have that situation:

I have products:
Product A with shipment options 1 - $10
Product B with shipment options 2 - $20

Now I have an order that includes product A and product B. And I see this two options of shipment 1 and 2.

How to make only option of shipment 2?

Assign hidden categories to the products

Product A:  Freight_Lvl_1
Product B:  Freight_Lvl_2

Assign in Shipment option 1:
Included category: Freight_Lvl_1
Blocking category: Freight_Lvl_2.

Assign in Shipment option 2:
Included: Freight_Lvl_2
Blocking category: Freight_Lvl_3
