Unable to select Payment Method

I have PayPal as my default payment method.  I setup a product I sold back in January 2020 and all worked fine.  I am setting up a new product to sell but when I place the order it does not let me select my payment method..  It indicates to use selection 3 but there is no indication as to how top make that selection.

Using VirtueMart 3.8.6 10373

Only one payment option?

as it says .. no payment method matches the conditions you have set.

so check what are the conditions you have set in your paypal method
