TAX\RULE not working for CAT|COUNTRY

Hello,

For JOOMLA 3.6.5 \ VM 3.2.14 - When i set up a TAX\RULE for a specific CATEGORY and\or COUNTRY - It doesnt apply.
Only generic TAX\RULE applies.

Should that make a difference? Not sure my HELIX template will work with that as i alredy have a HELIX PLUGIN ERROR.

my point is why report problems unless you are using the latest stable release?

no one is going to fix old releases
