Joomla uses a bootstraped date/time picker since version 3.7, while VirtueMart has always been using the jquery-ui datepicker, which is relatively easy to customize with the jquery ThemeRoller. Maybe you can add a time field with this time picker addon: https://github.com/trentrichardson/jQuery-Timepicker-Addon (Never tried it myself)
