Okay, i get it, apparently the VM administrator component has successfully updated, see without guardians & inputs from you guys, wouldn't have gotten far, all VM components are all up to date, my server have since updated the phpmyadmin, some Joomla components have also upgraded to Joomla 3.9.0 version, issue now is backend global configuration not restored in the control panel, something about user right, GJC webdesign said, how can i edit this, like i said the column is just white with no save button, i have posted the Joomla upgrade issue on the Joomla forum, do you think this is also a Joomla issue? VM 3.4.2 are all fine, appreciate all your inputs

if your Joomla won't update either why do u not think u have a general server permissions or config problem?

These sorts of problems in the end normally boil down to an unsuitable host .. one that doesn't understand or care what Joomla requires to function..

I have a long list of these

who is your host?

Why not change to one that is known Joomla friendly? Siteground etc

Copied, i will sure consider your suggestion, i currently use Versio and Wned server, was actually recommended as good server on dutch Joomla forum, still no word on Joomla forum, as regards reinstalling the global configuration, any idea ?

if u really don't want to change then a work around is Akeeba the whole thing - install on your localhost, do the upgrades, re zip it and put it back on the server
