I just created a menu item for the shopping cart. The Item=0 has gone away and is now using orderdone.html (I didn't create that). It's still going to the PayPal error screen.
Side note: I didn't create a link to the shopping cart on the fresh install, and it worked.

So it's certainly some other component, plugin, php restriction... that create this error.

Tehe same happens to me J 3.9.8 vm 3.4.2, I think it's an issue on PP side, just filled a support request. The posted form to PP is this

Hi

I'm having the same problem. When the user selects the option in Paypal to pay with a credit/debit card they complete the card details and press the purchase button but then get the "Were sorry..." message.

Any feedback from Paypal or other solutions please?

I also have both the Checkout and Shop in a menu item.
