Why shipping-by-rules cannot be displayed?

Shipping costs are calculated by quantity

My rule is 
Name=Small Shipping; 6<=Articles;Shipping=130
Name=Middle Shipping; 6<Articles<=12;Shipping=170
Name=Big Shipping; 12<Articles<=20;Shipping=240

Are these errors?
If there is an error ,please tell me
Or need to do other settings?
Because  it cannot be displayed.
