Did you configure both languages in VirtueMart > Payment Methods > PayPal > Language dropdown selection in the upper left corner?
Perhaps enable the Debug and Log options in the PayPal configuration. The log might help to locate any errors.

I would also recommend to create Joomla menu items to the cart in both languages and associate the menu items. Makes it easier to view the cart and change the language in the cart view.

Note that both chinese PayPal translations are not yet complete on transifex.com https://www.transifex.com/signup/?join_project=virtuemartplugins

You should update your VirtueMart to version 3.2.12 or 3.2.13. Downloads are available here: http://dev.virtuemart.net/projects/virtuemart/files
You have version VM 3.0.18 installed, which is already two years old. Meanwhile there have been several changes in the payment plugins.
Afterwards also update your Chinese language files from here: http://virtuemart.net/community/translations

Perhaps the updates will solve your problem.

I don't know if it would make a difference, but you may try if it works when you switch from PayPal Standard to PayPal Express Checkout in the VM PayPal configuration.

It is just an idea, because PayPal Express communicates the following 5-character codes :

        zh_CN— Simplified Chinese (for China only)
        zh_HK— Traditional Chinese (for Hong Kong only)
        zh_TW— Traditional Chinese (for Taiwan only)

Note: If the locale code is not supplied or the supplied value is not one of the above-listed values, it is defaulted by PayPal. The default is determined using information about the current merchant, user, and other information for the session.

You can also try to enable 'Debug' and 'Log debug in file' in the VM PayPal configuration and check the log file for any errors when you try to use it.
