3.2.3 bug in unpublish shopper field with PHP 7.1.x

When trying to unpublish a shopper feild like region there is a erro in PHP 7.1



Error:
An error has occurred.

    0 Too few arguments to function VmController::toggle(), 0 passed in /var/www/html/babytemp3/libraries/legacy/controller/legacy.php on line 709 and at least 1 expected

This starts to work when changing to PHP 7.0 and 5.6 so somethign is problem with PHP 7.1 only.
